National Legislature to recall five pending investment & concessions agreements submitted in 2014

Monrovia-The National Legislature has endorsed an executive request by President George Weah to recall five pending investment incentives and concessions agreements submitted the Legislature

They include the Dangote Cement Liberia, TIDFORE/ LICEMCO, Nimba Rubber Incorporated, Liberia Traffic Management and the amendment to the amended Firestone agreements.

These pieces of legislations were submitted to the 53rd legislature under the leadership of Former President Ellen Johnson Sirleaf.

In a communication to both Houses Thursday, President George Weah noted that the agreements were recently reviewed by the Special Presidential Concessions Review Committee to ascertain whether they are in compliance with law.

The President’s communication also noted that the Special Presidential Concessions Review Committee evaluated the justification including benefits for the Liberian people.

The committee according to the President’s communication revealed that legal requirements in the agreements were not fully adhered to and several provisions of the amended PPCC act of 2010 were violated.

It added that all categories of tax relief were either partially or fully granted to concessionaries without any showing of measurable benefits for Liberians.

The communication maintained that most of the agreements seem not to have been carefully prepared as there are number of avoidable misinformation, while exhibits referenced in the agreement were not attached.

According to the President’s communication, the recalling of the agreements will enable the National Investment Commission reassess them in order to meet full procedural and substantive legal requirements to benefit the country and its people.
