Simeon Freeman Says Boakai Gov’t Lacks Capacity and Energy to Lead

Monrovia, Liberia – TheMovement for Progressive Change (MPC) political leader Simeon Freeman claims that because of President Joseph Boakai’s advanced age and lack of leadership experience, the Boakai-Koung administration is tarnished by early missteps.

More than a month into his presidency, Boakai’s failure to create a government, according to Freeman, shows a lack of leadership and even casts doubt on the fulfillment of his 100-day plan.

As per his assertion, a government that is ready to take office in three weeks is more than sufficient, according to Freeman. “The government has not yet been formed, so you could not be on the field discussing 100-day deliverables and over 50 days into your administration.”

An outspoken opponent of the Weah-Taylor government, Freeman was a prosperous businessman before entering politics. He ran in the general elections of 2023 as a presidential candidate. He consistently attacked then-candidate Joseph Boakai during the campaign, pointing to his advanced age and “poor” record of public service as reasons why, if elected, he would not make an effective president.

In his criticism of the Boakai-Koung administration, Freeman asserted that his criticisms of Boakai had always been sound.

Freeman voiced his concern about the Boakai-Koung administration’s choice to follow the previous administration’s “wrongful” approach and appoint a large number of partisans and supporters to positions of power. According to him, this causes the nation’s payroll to balloon, leaving no space for real infrastructure or the development of human resources.

He mentioned the choice made by his predecessors, which drew harsh criticism, to assign President Boakai a new portfolio in order to appease loyalists.

He claimed that this choice will result in an oversized payroll and deplete a significant amount of the national budget for ongoing expenses. He projected that the problems faced by civil personnel whose pay was unified by the previous administration would remain unsolved by the government.

At the same time, Mr. Freeman expressed concern that the Boakai-Koung government’s lack of readiness for leadership is demonstrated by the delay in submitting the draft national budget for assessment and eventual passage. He cautioned that the process of replacing high-ranking government officials with new ones can have a negative effect on certain crucial ministries and agencies. It is implied that this situation could exist in the Ministry of Finance, contributing to the postponement of the budget submission.

Freeman criticized President Boakai for his insistence on eliminating tenure positions by appointing individuals to posts that tenure officials had previously held. Boakia’s counsel contended that he was exercising his unambiguous constitutional power to nominate personnel to the executive branch. Additionally, they contended that a few of these officials had broken the law that established the organization they work for.

Freeman, nevertheless, claimed that their reasoning is flimsy and uninspired. He claimed that since the Legislature was established by the same Constitution and given the authority to enact laws, the President should not be replacing tenure positions that were established by statute. He disapproved of the way supporters of the Unity Party Alliance and its partisans stormed state ministries and entities, demanding that tenured officials be removed with force.
